Biography
Howie earned his doctorate in Clinical Psychology with a specialization in neuropsychology and neuroimaging, completed his internship and postdoctoral fellowship at Dartmouth Medical School, and has held college and university faculty positions where his work centered on testing, measurement, and neuropsychological assessment. His career has spanned academic, medical, and federal government settings.
At Jones Hill, Howie brings that same depth to comprehensive neuropsychological evaluations across the lifespan — with a particular focus on individuals whose presentations have been difficult to understand, or who have been evaluated before without ever getting a clear answer. He adds something rare for a DC psychologist — nearly two decades of experience working with families posted overseas, with a firsthand understanding of what international life asks of children, parents, and the systems meant to support them.

For families who have completed neuropsychological assessments but still have questions, want a second opinion on the findings, or aren't sure what to do next. All prior evaluations, IEP/504 documents, and academic and medical history are reviewed in advance. The consultation produces one of three outcomes: confirmation that existing data is sufficient with a coordinated plan; identification of specific gaps and what additional testing would add; or a clear referral to a better-fit pathway.

This psychoeducational assessment in Falls Church begins with a comprehensive intake conducted jointly by our clinical and educational staff — so Howie has a complete picture before a single test is administered.
